LATEST DECREE ON ROOFTOP SOLAR POWER IN 2025
Decree No. 58/2025/ND-CP introduces significant changes to rooftop solar policies, including support for systems under 100 kWp, battery storage integration, and streamlined connection procedures.
On March 3, 2025, the Government of Vietnam issued Decree No. 58/2025/ND-CP detailing and guiding the implementation of certain provisions of the Electricity Law and the amended Electricity Law concerning renewable energy development. This Decree takes effect from the date of signing and replaces several provisions of the previous Decree No. 135/2024/ND-CP.
Key Highlights of Decree No. 58/2025/ND-CP
Revised Support Mechanism for Rooftop Solar
Unlike previous policies that provided standardized feed-in tariffs, Decree 58 shifts its focus to supporting small-scale rooftop solar systems (under 100 kWp). It encourages self-consumption and allows the sale of surplus electricity without requiring a power trading license. This change is especially favorable for households and small offices seeking to install solar systems without navigating complex administrative procedures.
Clear Legal Framework for Energy Storage
A notable addition is the legal recognition of battery energy storage systems. Rooftop solar installations combined with storage will be prioritized during peak load hours. This enables businesses to optimize performance and revenue while reducing pressure on the national grid.
Simplified Registration and Grid Connection Procedures
Provincial electricity authorities are now required to publicly disclose the registration process, required documentation, and processing timelines for grid connection of rooftop solar systems. The maximum time for grid connection approval is 45 days from the date of receiving a complete and valid application. This provision enhances transparency and reduces administrative delays for investors.
Promotion of Distributed Renewable Energy
In addition to rooftop solar, the Decree promotes the development of other forms of distributed renewable energy, such as small-scale wind power, biomass, and hybrid models. This aligns with the goals of increasing the proportion of clean energy as outlined in Vietnam’s Power Development Plan VIII.
